  Jeff Grimson

  Bio

  Jeffrey S. Grimson has 17 years' experience in the complex issues that arise in nonmarket economy antidumping proceedings and resulting appeals to the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. In multiple industries, Jeffrey has achieved groundbreaking rulings for his clients. Based in Washington, DC, Jeffrey has represented Chinese and Hong Kong corporations, as well as their U.S. customers,in agricultural, chemical, industrial and consumer goods sectors. He also represented the Ministry of Commerce of the People's Republic of China in an antidumping rulemaking proceeding before the U.S. Department of Commerce. Jeffrey counsels companies in planning for potential threatened dumping cases with the objective of improving the likelihood of a successful result and gaining a competitive advantage in the event a case is filed. After an antidumping order is in place, he assists companies in designing restructuring strategies to improve a dumping finding on a prospective basis and maximize refunds of dumping duty deposits made on past entries. In addition to antidumping proceedings, Jeffrey has counseled Chinese, Hong Kong and U.S. companies on compliance with due diligence obligations relating to U.S. trade laws regarding initial public offerings on the Hong Kong Stock Exchange. Jeffrey also counsels U.S. retailers and importers on environmental compliance issues affecting international trade, particularly the Lacey Act and the California formaldehyde emissions standard regulating trade in composite wood products. Jeffrey also provides forward-looking guidance to companies anticipating future regulation of imported products arising under carbon emission reduction regimes and other environmental objectives under consideration in the U.S. and elsewhere. Jeffrey has also worked with companies to secure legislation to reliquidate entries that were prematurely liquidated or incorrectly classified by U.S. Customs and Border Protection upon entry.

  Mr. Sam Witten

  Bio

  Sam Witten is a former senior legal and policy official with the US Department of State who helps private clients and foreign governments address multinational issues. His practice includes policy development, advocacy, litigation, and arbitration.

  Mr. Witten's practice spans public international law, national security law, corporate social responsibility, compliance issues, international extradition, and other international law enforcement cooperation. He has had extensive experience advising clients on the Foreign Corrupt Practices Act. His clients have included the Governments of South Africa, Israel, and the Federated States of Micronesia. He advises the International Wood Products Association (IWPA) and IWPA members on Lacey Act, CITES, and economic sanctions issues. He has also represented clients in arbitrations at the International Centre for Settlement of Investment Disputes and under the North American Free Trade Agreement.
